			<content:encoded><![CDATA[<p><a href="http://davidbulova.com/wp-content/uploads/2013/01/Richmond_Virginia_Capitol.jpg"><img class="alignright  wp-image-1074" title="Richmond_Virginia_Capitol" src="http://davidbulova.com/wp-content/uploads/2013/01/Richmond_Virginia_Capitol-300x225.jpg" alt="" width="240" height="180" /></a>With the regular session of the 2013 General Assembly now behind us, I want to extend an offer to speak at your civic association or HOA, or to just meet one-on-one.  Over 700 bills were passed during this year’s session.  Many of these will have a direct impact on our community and our daily lives.  In particular, the General Assembly enacted major legislation dealing with transportation funding, Medicaid, and voting laws.  As a member of the Education Committee and the Housing Subcommittee, I also had an opportunity to work directly on legislation affecting homeowners associations and the education of our children. </p>
<p>This year, I sponsored legislation to give our local school boards more authority to innovate (<a href="http://leg1.state.va.us/cgi-bin/legp504.exe?131+ful+HB1674">HB1674</a>), enhance Virginia’s efforts to fight human trafficking (<a href="http://leg1.state.va.us/cgi-bin/legp504.exe?131+sum+HB2061">HB2061</a>), create a cost-share program to provide incentives for projects aimed at cleaning up the Chesapeake Bay (<a href="http://leg1.state.va.us/cgi-bin/legp504.exe?131+ful+HB2296">HB2296</a>), and make texting and driving a reckless offense if it is the cause of an accident (<a href="http://leg1.state.va.us/cgi-bin/legp504.exe?131+sum+HB1883">HB1883</a>).  I also spearheaded a bill to allow parents access to a deceased child’s social media accounts (<a href="http://leg1.state.va.us/cgi-bin/legp504.exe?131+sum+HB1584">HB1584</a>), which is a growing issue nationally.  A full list of my legislation can be found <a href="http://leg1.state.va.us/cgi-bin/legp504.exe?131+mbr+H177">here</a>.   In addition, the Virginia Division of Legislative Services publishes a wonderful <a href="http://dls.virginia.gov/pubs/hilights/2013/Highlights2013.pdf">Session Highlights</a> each year that summarizes major issues debated by the General Assembly.</p>
<p>I look forward to the opportunity to share what is happened in Richmond and to hear feedback from our community.  My Legislative Assistant, Rama Van Pelt, is available during the week to help with scheduling.</p>

<li><span style="text-decoration: underline;">Fairfax County/VDOT</span>. If you live in the County, most public roads are the responsibility of VDOT. The following information has been provided by VDOT:</li>

</ul>
<p><strong>What to do after the storm?</strong></p>
<ul>
<li><span style="text-decoration: underline;">Check on your neighbors</span>. This snow will be very heavy to shovel, so please pitch in to help older adults and those with heart conditions.</li>
<li><span style="text-decoration: underline;">Fallen wires</span>. Treat all fallen wires and anything touching them as though they are energized and stay away from them.</li>
<li><span style="text-decoration: underline;">Generators</span>. Follow safe operating procedures for generators. Never operate a generator inside your home or in any enclosed space (such as a garage). Do not hook them directly into your electrical system; instead plug directly into the generator with properly-sized extension cords.</li>
<li><span style="text-decoration: underline;">Chainsaws</span>. Trees that fall on private property are the owner&#8217;s responsibility. Be aware of the risk of chain saw injury during tree removal. If a tree has hit your home, call your property insurance company before starting the removal process.</li>
<li><span style="text-decoration: underline;">Stay at home if possible</span>.  Snow is a great time to catch up on a good book or chores around the house.  Plus, it lets snow and electrical crews do their work. </li>

			<content:encoded><![CDATA[<p>Human trafficking is a terrible crime that unfortunately affects thousands of young women and children every year here in Virginia.  Last year, I sponsored successful legislation to require the posting of the National Human Trafficking Hotline at strip clubs in Virginia.  The impact of that bill last year was incredible – with a 91% increase in calls to the hotline.  That makes a huge difference.  Based on this success, the Governor asked if I would spearhead an effort to expand this requirement to truck stops, which have unfortunately been heavily targeted as a place where traffickers do their business.  Special thanks to the truck stop industry for recognizing this issue and working with me to pass this bill out of the House 91Y-7N.</p>
